Honest opinion!

If you can’t tell from the 3rd slide I’m a cosplayer and most of my makeup is hand me down from my older sister but I regularly mess around with makeup and cosplays i don’t wear makeup normally outside my house only for fun when I’m staying home and know I have time for it

for the older makeup palettes I’ll use them to add soft details to crafts ive done and (as ive said) I don’t wear makeup outside of my house ❤️

I'm going to give you a real response as an 11th grader. No, that is not too much makeup. I'm going to take the cosplay makeup totally out of the equation since you use that for theatrical purposes. You already clarified that you don't wear normal makeup regularly, so simply owning that much should not be a problem. And even if you DID wear thick makeup daily then it still shouldn't be a problem. Wearing makeup does not stop you from being a kid; it does not remove your childhood entirely. Anyone who says "let kids be kids" under this post has no clue what they're talking about, as it is normal for kids to want to experiment with cosmetics. Having makeup IS letting a kid be a kid.
