In the recent "Veterans Lottery Quota" case, Mr. Thandesh Peng, a BMA member of the People's Party, launched an ongoing hot topic, posting an archives from the Department of Special Investigation (DSI) confirming that the Thailand Blind Sports Association sells government lottery tickets to individuals other than members of the Association - an "unlawful" act and "contrary to the purpose" of allocating lottery quotas to help the visually impaired.

Mr. Thandesh revealed a book of notes dated September 16, 2025, 5 pages long, a document from the Fact Review Committee containing the signature of the current president of the Blind Sports Association, confirming himself that
"The lottery has been sold to non-members, and it has been a guide since the previous president of the association."
It indicates that the Association has received a lottery quota from the lottery since 2014. Continuing to date, a total of 2,647 copies (100 copies each, 80 baht each), a total value of 21,176,000 baht, and the same amount of guarantee has to be placed, requiring the Association to spend over 42 million baht in cash per period.
The president of the association claimed that with this huge cash burden, the association had to "find outsiders" who had full capital and could sell the lottery to help pay and guarantee the lottery, which became the cause of the "outsiders" taking the rights instead of the disabled.

But what caused the escalation was that when DSI pointed out that the distribution of outsiders was illegal, the President of the Association chose to "solve the problem" by having those outsiders subscribe to the Association later, so that the documents would be subject to regulations.
The wording notes clearly indicate that by September 26, 2025, the association had accelerated "157-158 lottery traders" to apply for membership instead of returning visually impaired rights to the real owner.

"Instead of admitting guilt and returning the quota to the blind who should have received it, choose a solution by having an outsider become a new member. Is this called a solution or a bar?"
It called on the Blind Sports Association to disclose all the facts about the lottery quota management and asked the Minister of Tourism and Sports to speed up the transparent review.

Mr Thondesh also alluded to the association's slogan of "changing lives with sport," questioning that.

เหตุการณ์เปิดเผยเอกสารมัดสมาคมกีฬาคนตาบอดแห่งประเทศไทยเกี่ยวกับการบริหารจัดการโควตาสลากกินแบ่งรัฐบาลของสมาคมนี้ ถือเป็นประเด็นร้อนที่สะท้อนความไม่โปร่งใสและความผิดปกติในการช่วยเหลือผู้พิการทางสายตาทั้งในแง่กฎหมายและจริยธรรม จากข้อมูลบันทึกถ้อยคำของนายกสมาคมกีฬาคนตาบอดฯ ยืนยันว่ามีการจำหน่ายสลากให้บุคคลภายนอกซึ่งไม่ใช่สมาชิกจริง โดยมีการสืบทอดวิธีการนี้มาตั้งแต่สมัยนายกสมาคมคนก่อน ซึ่งถือเป็นการกระทำที่ขัดต่อวัตถุประสงค์ของการจัดสรรโควตาเพื่อช่วยเหลือผู้พิการทางสายตาโดยตรง นอกจากนี้ ภาระการวางเงินค้ำประกันตามสัญญาของสมาคมที่ต้องใช้เงินสดจำนวนมหาศาล ต่องวดกว่า 42 ล้านบาท เป็นเหตุผลหลักที่สมาคมต้องพึ่งพาบุคคลภายนอกที่มีทุนมากพอเข้ามาช่วยขายสลากและค้ำประกันเงินกองสลาก ซึ่งทำให้คนนอกเข้ามาแย่งสิทธิ์แทนผู้พิการจริงที่ควรได้รับสิทธิ์โดยตรง กำไรส่วนต่างจากการขายสลากโดยสมาคมอยู่ที่ประมาณ 1.60 บาทต่อใบ หรือราว 5 แสนกว่าบาทต่อต่องวด ซึ่งเป็นงบประมาณสำคัญของสมาคมในการดำเนินงาน แต่เมื่อกรมสอบสวนคดีพิเศษ (ดีเอสไอ) ชี้ว่าการขายสลากให้แก่คนนอกเป็นการกระทำผิดกฎหมาย สมาคมกลับเลือกแก้ไขปัญหาโดยการรับสมัครผู้ค้าสลากคนนอก ซึ่งส่วนใหญ่ไม่ได้พิการทางสายตา เข้ามาเป็นสมาชิกสมาคมเพื่อให้ดูเหมือนถูกต้องตามกฎระเบียบแทนการคืนสิทธิ์ที่แท้จริงให้ผู้พิการทางสายตา การแก้เกมแบบนี้ถูกวิพากษ์วิจารณ์อย่างหนักว่าเป็นการแก้ปัญหาที่ย้อนแย้ง และยังคงเปิดทางให้เกิดความไม่โปร่งใสในการบริหารจัดการโควต้าสลากอีกต่อไป ทั้งยังละเมิดวัตถุประสงค์ของสมาคมที่ควรส่งเสริมและช่วยเหลือผู้พิการให้มีโอกาสในการหารายได้อย่างแท้จริง เรื่องนี้สะท้อนให้เห็นถึงช่องว่างของการกำกับดูแลและการตรวจสอบสมาคมกีฬาคนตาบอดฯ รวมถึงการบริหารงบประมาณและโควตาสลากที่ต้องเปิดเผยอย่างโปร่งใส เพื่อป้องกันการเอื้อประโยชน์ให้บุคคลภายนอกหรือกลุ่มคนที่ไม่สมควรได้รับสิทธิ์ จึงควรมีการเรียกร้องให้หน่วยงานที่เกี่ยวข้องอย่างกระทรวงการท่องเที่ยวและกีฬาหรือหน่วยงานกำกับดูแลที่เกี่ยวข้องเร่งตรวจสอบและดำเนินการอย่างเข้มงวดเพื่อคืนความยุติธรรมและให้ผู้พิการทางสายตาได้รับประโยชน์อย่างแท้จริงตามเจตนารมณ์ของกองสลากและสมาคมที่ดำเนินงานเพื่อช่วยเหลือผู้พิการต่อไป โดยสรุปแล้ว กรณีนี้ไม่เพียงแต่เป็นปัญหาการจัดการโควต้าสลากเท่านั้น แต่ยังเป็นตัวอย่างของปัญหาความไม่โปร่งใสของสมาคมที่ได้รับความไว้วางใจให้ดูแลผู้พิการ ซึ่งประชาชนและผู้เกี่ยวข้องควรร่วมกันติดตามและผลักดันให้เกิดความเปลี่ยนแปลงที่แท้จริงเพื่อช่วยเหลือผู้พิการในสังคมต่อไป
