This is a sunlit cloud band, often caused by high-altitude ice crystals or wind-sheared clouds catching the low-angle light of sunset. As the sun drops, its light skims the atmosphere, turning thin clouds into blazing ribbons of gold while the rest of the sky stays calm and blue.
