The update that found the problem was KB5066835 for Windows 11 24H2 / 25H2 and KB5066791 for Windows 10 22H2. Most of the time, it occurs with machines that use Intel CPUs and enable Modern Standby, as well as some that are Azure Virtual Desktop.
