During February 16-17, 2026, several Windows Insider users were reported to be unable to download the ISO Windows 11 Insider Preview file despite pressing the load directly from Microsoft's website. Some users indicated that when repeated attempts were made to download it, the system would display a blocked access-like message with error codes 715-123130, understanding that the IP might be temporarily suspended.

This problem is not limited to users of certain networks, but reports from multiple users, many networks, and some confirmed that they do not use VPNs in any way have led to doubts on Microsoft's own systems. It has also been reported that the problem has reached some Windows Server Insider Previews.

The point was even more caught by when the Rufus development team, a popular program for creating Windows Install flash drives, came forward to express the view that this event might not be a typical bug, because loading Windows through Rufus itself was impractical, leading the developer to remark that server-side systems might be adapted to limit automated calls.

Many people may not know that Rufus has an ISO download link retrieval feature through an automated script called Fido that relies on PowerShell. The method is not difficult because it is on the same button as when finding a local .iso file. Just change it to the program to load it.

So far, Microsoft has not confirmed whether it was a deliberate blocking or just a faulty bot protection system. At the same time, it has been reported that some sessions can be returned to normal download, so it is possible that it is a temporary problem. This event seems to only hit the Insider group. The official version of Windows 11 is also available for regular download.
