A Florida woman has been sentenced by a U.S. court after being found to be involved in an illegal Windows and Office key distribution network using a Certificate of Authenticity sticker (COA) before releasing it to a customer.

The accused, Heidi Richards, 52, of Brandon, Florida, was sentenced to 22 months in prison with a fine of $50,000, or about $1.5 million, after a court found guilty of conspiring to illegally trade Microsoft COA stickers. The case was investigated by Homeland Security Investigations, Kansas City Field Office.

According to court documents, Richards operates under the name Trinity Software Distribution, acquiring a large number of Microsoft COA stickers from the movement at below market prices, then having employees unpack Product Key codes from them before selling them in bulk to customers. This has been ongoing for over 5 years between 2018 and 2023.

A COA or Certificate of Authenticity is a software authentication sticker used by Microsoft next to a product or hardware box, such as a computer with Windows installed from the factory. The sticker itself often contains security elements such as holograms and color-changing inks to help users verify that the software is authentic.

However, Microsoft clearly states that the COA sticker is not a license, but only evidence that the software included in the product is genuine, so it is illegal to sell the COA or Product Key separately from the software or hardware that comes with it.

Microsoft also warns users to be wary of buying split-sale software keys, especially unusually cheap keys in the online marketplace, as many cases may come from COA stickers that have been sold separately or as keys that are not allowed to be sold separately from the product.
