At present, Low Latency Profile has already been found in Windows Insider Preview Builds. Microsoft has not officially announced when the feature will be available to users.

Interestingly, LLP will automatically run behind the scenes, and there may be no option for users to turn it on or off themselves, because Microsoft wants the system to manage only the necessary strokes of CPU acceleration.
