A Darker Shade of Magic series is good and that's fantasy with mild romance aspects to it if she doesn't mind LGBTQ stuff: Can't Spell Treason Without Tea is a cozy fantasy romance with no spice except there's an excerpt at the end of book two where there's a spicy bit, but that's not part of the story and she can skip that if she chooses. Legends and Latte's is a good cozy fantasy and, although some people say it's romance, there's not much romance in it.
