The U.S. government shutdown appears to be stretching into its seventh week. With no signs yet emerging Friday that Democrats in Congress have moved on from their demands to restart funding despite continued pressure from Republicans.
The 38-day shutdown began on October 1 and is the longest in U.S. history, causing unprecedented disruption to government programs.
Donald Trump's White House tried to pause payments under the government's food aid program for the first time in its history, but was blocked by a court order. The National Aviation Administration also cut commercial air travel, saying weeks of unpaid work by regulators had undermined its capabilities. About 800 U.S.-linked flights were canceled Friday morning, according to tracking website FlightAware.
Even if Republicans control both houses of Congress, any spending legislation needs at least two-party support to clear the 60-vote threshold for advancement in the Senate. Senate Majority Leader John Thune has tried 14 times to get Democrats to support a bill approved by the House to continue funding until November 21, but to date, only three minority lawmakers have voted for it.
Thune plans to cast his 15th vote on Friday. He told Fox News, "We'll give them a chance to vote later today on paying people who work," but did not say whether he was referring to a bill to reopen the government or pay some federal employees who have worked without pay over the past several weeks.
Democrats argue that any funding bill includes expanding tax credits that reduce premiums for health plan enrollees of the Affordable Care Act; credits, which were enacted during Joe Biden's presidency, expire at the end of the year; and that people on those plans expect to see their costs rise by an average of 26 percent soon, the Kyser Family Foundation found.
Kevin Hassett, director of the National Economic Council., told reporters at the White House that he expects the shutdown to cut GDP growth by about half in the current quarter, though most of it will happen in the next quarter. Assuming the shutdown ends and federal workers are paid backwards.
Trump has openly contemplated not letting federal employees, many of whom his administration framed, pay for the time of the government shutdown.
Democrats' determination to stand up against the Republican funding proposal was boosted Tuesday when the party's candidates swept off-year elections in several states, where party leaders reasoned that voters agreed with their demands.
Senate top Democrat Chuck Schumer said Thursday that "Americans facing high-cost problems have fired political torpedoes this week at Donald Trump and the Republicans."
"If Republicans are smart, they'll get the message after Tuesday that their do-nothing strategy isn't working. Even Donald Trump knows that Americans hold Republicans accountable for this mess."
Recent polls show that the GOP blames the shutdown more than Democrats; and some in the party have warned that backing down on their demands now would shut down newly energized voters.
