Why is Trump pushing this so hard? Because it’s his one small chance to survive the mid terms. And that’s why his minions in Congress are supporting it as well. This will create a de facto poll tax as every citizen will have to pay to get the documents they demand as well as put an obstacle in the way of every married woman whose married name does not match her birth name, not to mention anyone who has, for whatever reason, changed their name at some point in their lifetime.
