Think about the spaghetti puzzle – he’s literally just standing there, monologueing. If he were constantly moving around, it might lessen the impact of his grand pronouncements and his self-proclaimed 'greatness.' His lack of movement often highlights his over-the-top personality and his endearing, if somewhat naive, belief in his own genius. It’s part of what makes him so lovable and memorable! Then there's the in-game mechanics perspective. Papyrus often serves as a tutorial character or a guide, in his own quirky way. His puzzles, while seemingly complex, are usually fairly straightforward once you understand the pattern. His relative immobility during these segments allows the player to focus on the puzzle itself rather than tracking a constantly moving enemy. Even during his 'date' sequence, he's mostly standing still or performing very deliberate, often hilarious, actions. This makes the player interaction feel more like a stage play involving two actors, with Papyrus taking center stage. But what about during battle? Even then, he spends a good portion of it relatively stationary, only moving his bones for attacks. This contrasts sharply with other characters who might dodge or reposition more frequently. I think this ties into his character's core values. Papyrus wants to capture you, yes, but he doesn't want to harm you. His attacks are designed to be challenging but not lethal, and his movements reflect that. He’s not trying to outmaneuver you physically in the same way a more aggressive monster might. His battle is more about testing your resolve and demonstrating his 'coolness' than a true fight for survival. He even offers you mercy, showing his compassionate nature. Could it also be a deeper lore point? Papyrus, despite his bluster, is incredibly kind-hearted and perhaps a little unsure of himself. Maybe his stationary nature is a subconscious reflection of his internal conflict – wanting to be a formidable Royal Guardsman but also deeply caring about others. He's not as experienced or jaded as Sans, and perhaps his 'immobility' is a sign of his innocence or his less aggressive approach to life in the Underground. He's trying to be a hero, but in a way that aligns with his good nature. So, while it might seem like a simple design choice, I believe Papyrus's tendency not to move much is a brilliant combination of comedic timing, gameplay design, and character development.
