Stopping Distance: Not Just One Number
Stopping distance is the sum of two things:
Thinking (reaction) distance — how far you travel before you begin braking
Braking distance — how far you travel after you’ve applied the brakes until the vehicle stops
Both distances grow rapidly with speed. �

Now apply that to winter roads.
Winter Means Much Longer Stopping Distances
On snow and ice, the coefficient of friction between tires and the road drops drastically compared to dry pavement. That’s the only thing braking relies on. �

On ice, they can be 5–10× longer. �

That means a vehicle that stops in 315 ft on dry asphalt might take 900–3,000 + feet to stop on snow or ice.
Think about that:
A 3-ton SUV moving at 70 mph can still have its momentum, but its ability to convert that momentum into a stop is limited by how much grip the road gives it. Authority and flashers don’t change that. Only friction does.
Why This Matters for Emergency Drivers
Law enforcement, fire, and EMS often travel faster than civilian traffic to respond quickly. Legally, that’s permitted under many state codes. But perceived legal immunity doesn’t change physics.

If you’re responding to an incident in snow or ice and driving at speeds that might be fine in dry conditions, your vehicle’s ability to stop may be 3–10× worse without warning.
This isn’t fear mongering — it’s physics.
Recording a vague “authorized speed” in policy means nothing if you can’t slow or stop your car in the space available. That’s a basic civil and criminal legal principle: you must be able to stop within the space you can see to be clear, often called Assured Clear Distance Ahead (ACDA). �

The law might authorize high speed response.
But physics never grants immunity.
Your vehicle will only stop when:
the tires have traction, and
there’s enough distance to dissipate the vehicle’s kinetic energy.
On snow and ice, that distance grows dramatically — no exception for badge or siren. If you can’t stop before a hazard, you are by definition driving too fast for the conditions, regardless of the posted limit.
