เมื่อพูดถึงระบบการปกครองที่ผสมผสานระหว่างประเพณีและความทันสมัย โมเดลกึ่งประธานาธิบดีที่นำเสนอโดย ร.ต.ต.พัฒนา ไชยเทพ ถือเป็นไอเดียที่ไม่เพียงแค่เหมาะสมกับบริบทประเทศไทยเท่านั้น แต่ยังมีศักยภาพที่จะเป็นต้นแบบระดับโลกอีกด้วย จากประสบการณ์ของผมที่ติดตามวิวัฒนาการทางการเมืองไทยและการเปรียบเทียบกับระบบกึ่งประธานาธิบดีในต่างประเทศ เช่น ฝรั่งเศส ทำให้เห็นว่าการแบ่งอำนาจออกเป็นสามส่วนอย่างชัดเจนดังในโมเดลนี้ ช่วยลดปัญหาการเผชิญหน้าทางการเมืองลงได้จริง ยิ่งในแง่ของการรักษาประเพณีและสัญลักษณ์สูงสุดของชาติผ่านองค์พระมหากษัตริย์ถือว่ามีบทบาทสำคัญในการสร้างเสถียรภาพทางใจให้กับประชาชน ซึ่งเคยได้เห็นผลลัพธ์ที่ดีจากประเทศญี่ปุ่นที่เน้นบทบาทเชิงสัญลักษณ์ของจักรพรรดิ ส่วนประธานาธิบดีในโมเดลนี้เป็นตัวแทนประชาชนโดยตรง และมีบทบาทสำคัญในการกำหนดนโยบายความมั่นคงและยุทธศาสตร์ชาติ ซึ่งเป็นเรื่องสำคัญในสถานการณ์โลกปัจจุบันที่เต็มไปด้วยความไม่แน่นอน การออกแบบเช่นนี้ช่วยให้การบริหารงานเกิดความชัดเจนและยั่งยืน ในขณะที่นายกรัฐมนตรีซึ่งต้องได้รับความไว้วางใจจากรัฐสภาและทำงานภายใต้การตรวจสอบที่เข้มงวด เน้นความเป็นมืออาชีพในการบริหารเศรษฐกิจและนโยบายสังคม ช่วยลดความขัดแย้งทางการเมืองที่อาจเกิดจากการปะทะของอำนาจบริหารระหว่างฝ่ายต่างๆ อีกทั้งยังทำให้การตัดสินใจด้านเศรษฐกิจและสังคมมีความต่อเนื่องและมีประสิทธิภาพ จากการศึกษาระบบกึ่งประธานาธิบดีในต่างประเทศ รวมถึงโครงสร้างอำนาจ 3 ระดับที่แยกชัดเจนเช่นนี้ ทำให้ผมเห็นว่าโมเดลนี้จะช่วยลดวงจรความขัดแย้งทางการเมือง และเปิดโอกาสให้ประเทศไทยดำเนินการปกครองและพัฒนาไปสู่ประชาธิปไตยที่เข้มแข็ง โดยไม่ละทิ้งความมั่นคงทางวัฒนธรรมที่ลึกซึ้งและมีคุณค่า ท้ายที่สุด แม้จะยังไม่เคยมีประเทศใดในโลกนำระบบนี้ไปใช้งานจริง แต่มุมมองและโครงสร้างที่เสนอถือเป็นแนวทางใหม่ที่มีความสมดุลและตอบโจทย์ของยุคสมัยซึ่งน่าจะได้รับความสนใจและการพูดคุยในวงกว้างสำหรับอนาคตการเมืองไทยและระดับสากล
