.Policy proposals: reforming the security department structure to enhance administrative efficiency

1. Principles and reasons

The new generation of security management has to deal with a variety of and complex threats. The current redundant chain of command is a major obstacle to mobility and resource allocation. The concept of security department structure reform is therefore proposed.

By disbanding the Supreme Military Command and elevating the National Police Agency into the 4th Army Division, together with the Army, Navy and Air Force, under the direction of the Minister of Defense, with the President as supreme command.

2. Reform and substantive approaches

* 2.1 Dissolution of the Supreme Military Command. To reduce redundancy and increase mobility.

* Direct Command: Passing orders from the administration directly to the commander of the army, helping to cut bottleneck procedures and make immediate crisis decisions.

* Budget savings: Reduce troop rates and redundant administrative tasks to put the budget into the development of technology, equipment and welfare of operational-level troops.

* Integration through the Department of Defense: Use the Department of Defense as the center for joint strategic planning (Joint Warfare) directly.

* 2.2 Upgrading of the National Police Agency to the 4th Armed Forces

* Strategic unity: Combine national defense and internal order within the same policy framework to effectively deal with hybrid warfare, cyber, and terrorism.

* Potential leverage: Raise the standard of police training, technology and equipment to match that of military rooks.

* 2.3 Control by the Civil Division (Civilian Control of the Militia)

* President as Commander-in-Chief: Combine command authority with elected leaders to create Accountability for the people.

* The Minister of Defence is the Policy Administrator: performs the overview, budget and direction supervision functions of the 4 Armed Forces in line with government policy.

3. Summary of expected results

Improving such security divisional structures, would cut back redundant divisions, save land estimates, speed up operations, and create unity in maintaining stability and protecting national interests most effectively.
