Trump Pardons Binance Founder Changpeng “CZ” Zhao
In a dramatic turn in U.S. executive-clemency policy, Donald Trump has issued a full pardon to Changpeng Zhao (“CZ”), the founder of the crypto exchange Binance. The decision marks a notable shift in how the government approaches the regulation and enforcement of the cryptocurrency industry.

Zhao, a Chinese-born Canadian and UAE resident, built Binance into one of the largest global cryptocurrency exchanges. In November 2023, he pleaded guilty to one count of failing to maintain an effective anti-money-laundering (AML) program, a violation of the Bank Secrecy Act. As part of the resolution, Binance agreed to pay approximately $4.3 billion in fines for a wide-ranging U.S. enforcement action.  Zhao personally paid a fine (reported around $50 million) and stepped down as CEO in late 2023.  In April 2024 he was sentenced to four months in prison, incarcerated outside the U.S. federal minimum security system because he is not a U.S. citizen. He completed his sentence by September that year. 
Pardon Application and Political Context
Earlier in 2025, Zhao publicly confirmed that his legal team had applied for a presidential pardon from Trump.  At the same time, members of Congress raised concerns about what they termed a potential conflict of interest, pointing to financial and business relationships between Binance, Zhao, and the Trump-family crypto venture World Liberty Financial (which launched a stablecoin called USD1).  According to reports, Binance aided in writing code for USD1 and promoted it to its user base, while Zhao sought clemency.
