These aren't usually displayed prominently like a weapon on a rack. Instead, they often blend in with other tools or miscellaneous items. In my experience, they were sitting on a metal shelf, nestled between some spare parts and a toolbox. Pick them up, and boom – you've got your new favorite non-lethal melee weapon!
