From my experience, Control Units typically spawn in high-tier military zones and specific points of interest (POIs) that are usually crawling with both AI enemies and other players. Places like the Military Base, the Airdrop Sites, or even the more fortified sections of towns can be hotbeds for Control Unit spawns. Always be on high alert when you're in these areas, because if you're looking for a Control Unit, chances are, so is that guy with the M99 scoped in from 300m away!
