I-15 begins shutting down at 5-5:30pm. The major streets like Tropicana and Flamingo will start shutting down first and by 8pm you will not be able to drive on the strip at all. Get there early. Park in places you can eascape the strip from as some spots you won’t be able to leave until after everything reopens.
