Stand up for yourself and get that other apartment checked out because bed bugs are the absolute worst to get rid of. It can take multiple treatments you have to take everything out and steam it under super high heat or dry clean, toss stuff that has an infestation, etc. In this case I would say the landlord or the tenant that hasn’t reported the bed bugs needs to pay. I don’t know anything about NY though so get a lawyer and if you need to take the landlord to court. Hypothetically if they’re doing this to you they’re doing it to other tenants regardless of ability to pay and might be kicking them out. You might talk to your neighbors as well and get everyone on board.
