Draft memorandum of understanding (MOU) of 14 clauses

Iran's Mehr News Agency released what it claimed were the contents of a draft of 14 memorandum of understanding, between Tehran and Washington, which revealed conditions more favourable to Iran than U.S. officials had ever made public.

The ceasefire agreement is consistent with what has already been announced, that is the permanent and immediate cessation of military operations on all fronts, including Lebanon; the implementation time frame is set at 30 days, for both the complete lifting of the U.S. maritime blockade and the reopening of the Strait of Hormuz, the latter of which will take place under the Iran deal in coordination with Oman on Friday.

As regards sanctions, the draft agreement calls for the suspension of U.S. measures aimed at Iranian oil and petrochemical sales, thereby increasing capacity directly into markets that are already accommodating signs of the opening of the Strait of Hormuz; of the $24 billion in Iranian funding currently sequestrated, half must be accessible before the 60-day formal negotiation period begins, and the rest will be released during those negotiations.

Conditions on the reconstruction of the country, require the United States and its allies to present a financing plan for the reconstruction of Iran to a minimum value of $300 billion. This 60-day negotiation covers nuclear issues and approaches towards the complete lifting of sanctions.

Most importantly, Iran's missile program and financial and material support to opposition groups in the region were clearly cut from the final negotiating agenda; this exemption allowed Tehran to retain its strategic advantages while agreeing to the preconditions of a ceasefire.
