Koganryokuchi is a city park run by Shiga Prefecture that is located along the shore of Lake Biwa. There are more than 50 parks in the wide area from Kusatsu City to Nagahama City, where you can enjoy walking, barbecue, camping, etc. while feeling the nature of Lake Biwa up close.
Main Features and Rules of Use
Many areas are open to the public free of charge, making it easy to enjoy leisure.
Admission fee / reservation: Basically free, no reservation is required.
BBQ · Camping: It is possible within the designated area. However, open fire is prohibited and you must use a barbecue stove with legs.
Garbage disposal: There is no trash can, so it is a rule to take all garbage and charcoal home.
Parking: Free parking is available in many places, but in order to alleviate congestion and improve manners, some areas of Kusatsu City (Shina1, Shina2, Kitayamada 1, Tsudae 1, etc.) have introduced chargeable parking lots.
Fee example: Free for the first 30 minutes, 200 yen every 60 minutes thereafter (Maximum on the day: 800 yen on weekdays / 1,000 yen on holidays).

「滋賀で無料のキャンプ場（っぽく）使える場所ないかな？」と思って調べて行ってみたのが琵琶湖湖岸緑地でした。結論、場所ごとに“できること・快適さ”がかなり違うので、行く前に軽く当たりをつけておくと満足度が上がります。 まず、琵琶湖湖岸緑地でBBQ（琵琶湖 bbq 無料）をする時に一番大事なのは「直火禁止」。炭を地面に置くタイプはNGで、脚付きコンロや焚き火台＋遮熱板があると安心です。風が強い日もあるので、風防や重し（ペグが打てない場所もある）もあると使いやすかったです。 次に「ゴミ箱が基本ない」点。無料で使える分、ゴミ・炭・網・食べ残しは全部持ち帰り前提です。私は炭は火消し壺に入れて持ち帰り、最後に周りを一周して落ちてるゴミも拾ってから帰るようにしています。ここが守られてこそ、滋賀 バーベキュー できる場所 無料が今後も続くと思います。 駐車場は、無料のところも多い一方で、草津側の人気エリア（志那1・2、北山田1など）は有料化している場所があります。混雑する休日は、到着が遅いと満車になりがちなので、午前中の早め到着が無難でした。料金は「最初の30分無料→以降課金」タイプが多いので、短時間の下見にも向いています。 エリア選びの体感メモです。 ・志那1・2：芝生が広くて人が多い印象。トイレがあるのは助かるけど、週末はにぎやか。 ・吉川：開放感があって“無料キャンプ”目的の人が多い雰囲気。景色重視ならここ。 ・大藪：静かめに過ごしたい時に候補。人混みを避けたい日に良かったです。 それと、検索で「草津エイスクエア バーベキュー」や「浜大津公共駐車場」も出てきますが、湖岸緑地と同じ感覚で行くとルールや駐車料金が違うことがあるので、公式情報や現地の看板で必ず確認するのがおすすめです。 最後に撮影好き向け。湖岸は夕景がきれいで、OSMO POCKET 3みたいな小型カメラでも手持ちで十分撮れました。風音だけは入りやすいので、風の強い日は風防があると快適です。
