I use cut up pool noodles. The pool noodles can’t slip through the grommets on my curtains whereas the tubes for toilet paper rolls slip right through and I am not putting a partial or full roll of toilet paper on my curtains rods. Plus the pool noodles help dampen any sound that vibrates my curtain rod so my curtain rods don’t create an echo.
