cardio is mainly to burn calories and when you continuously put your body in a deficit it starts to run on “survival” mode holding on to any energy (fat) it can unless you have plenty of muscle....

most people are UNDERMUSCLED which means they do not possess enough muscle mass for the body to be in a healthy metabolic state. Build muscle first.
