My personal theory is that by the end of the series, Lucifer did fully get his mojo back, but in a way that he finally understood and controlled on a much deeper level. It wasn't about being a flashy, all-powerful devil all the time, but about embracing his true self, scars and all. He learned that his true power wasn't just physical might, but his ability to help souls heal, to guide them out of their self-imposed hell. His ultimate 'mojo' became his profound empathy, his capacity for love, and his role as a celestial therapist – the one true calling he finally accepted. He found his purpose, and with that, came a mastery over his powers that was far beyond simple compulsion or invulnerability.
