Why do my hangnails keep coming back ???

My cuticles get so dry every time the season changes and then the hangnails start again

It’s actually annoying and HURTS

I always end up picking at it which makes it worse 💀

I’ve tried lotion but it doesn’t really fix it and it just keeps coming back...
