Why do I still get sunburned even I put sunscreen?

No matter how many different sunscreens I've used, how I put them in my routine and following directions on the packaging I ALWAYS get burned. I've given up on sunscreen because it doesn't do anything. I'll even reapply earlier than the packaging says like every 15 minutes and still I'm burned. What am I doing wrong? I need serious help, I don't want cancer.
