for milky toners, I use the Wonder Mochi Ceramide Toner by Tonymoly. I love it! smells like sweet rice. I also just tried one by Versed called Baby Cheeks Milky Toner. they're both budget friendly, the Tonymoly one is 23$ but you do get a big bottle.
