Dad here. I wanted a reading nook our toddler would actually choose over the TV, and I built the whole thing for $35 in an afternoon. Here is how it came together.
Step one, a floor cushion and a low basket of books. Nothing fancy, just soft and easy to flop into. If it is comfy, they stay.
Step two, front-face the book covers instead of spines. Toddlers cannot read titles yet, so seeing the cover art is what pulls them in to pick one.
Step three, hang a learning poster on the wall right above the nook. That gives them something to point at and name between books, so the nook teaches even when no one is reading aloud. The poster quietly does a lot of the work here.
Step four, a warm little lamp to make it feel like a destination. Cozy light signals this is a calm cozy spot, not a chore.
