Peace on paper. Must be turned into practical action ASAP.

Dr Ninthan Wattanayakorn pointed out that Thailand should accelerate the establishment of a task force to push the entire ceasefire agreement into action, including retaliating against the Cambodian side if it violates the agreement to turn "peace on paper" into action, stating the following:

Three Thai soldiers were hit by landmines, but Cambodia also accused Thailand of many things, including establishing a disputed area. What should we do?

1. On Aug 9, 68, a force of the 111th Infantry Regiment patrolling the Dondaw-Krishna area of Sisaket stepped on a new Cambodian anti-personnel mine, wounding three men, in violation of the Cambodia-Thailand ceasefire agreement signed on Aug 7 in Malaysia.

On August 10, 68, Cambodia accused Thailand of attacking civilians and announced that it would move forward to establish the disputed area in its control.

2. There are 15 ceasefire agreements in the hands of each party (that is, in Article 8 there are three subclauses, and there are two Thai proposals: mine recovery and call center gang suppression that Cambodia has not accepted, but will continue to talk within two weeks at the RBC meeting and within one month at the GBC). It is an important tool for Thailand and Malaysia to find a way to apply to Cambodia quickly and systematically.

3. The speedy implementation of the agreement will require a task force of each party that pushes for compliance with the agreement. The RBC and GBC mechanisms will work immediately since the last 7th day of signature, including the drafting of TOR and other agreements in practice, rather than waiting for a formal meeting within two weeks or one month.

If there is an incident, such as a possible resumption of a landmine, the Working Group will immediately implement an agreement, such as Article 8: Continuous communication on matters that may cause the use of force or violence, or Article 9 on false messages or information, which should be coordinated to control false information quickly, to reduce accusations or interactions, which will further strain the situation.

It should also vigorously push for cooperation to solve transnational crime and call centre gangs along the border in accordance with Thailand's proposal, according to the existing agreement, and then go first, rather than having to wait for a meeting on the next occasion.

But the most important thing is to expedite the establishment of the Interim Observer Team (IOT) in accordance with Article 12 as soon as possible by TOR next week. But the members of the IOT must be knowledgeable about the matter, must be impartial and non-partisan in order to enter into areas where there may be a violation of the agreement, such as the re-entry of the mines that took place after the Thai military had successfully recovered.

In addition, the control of personnel on both sides should be expedited in accordance with Article 2, Article 3 and Article 4, especially Cambodia, to be required to control a large number of non-active personnel, such as rangers, domestic soldiers or old Khmer Rouge soldiers, to be reduced and placed in the Covenant.

4. The lasting peace between Thailand and Cambodia will be based on the systematic, continuous and effective implementation of both sides in accordance with the ceasefire agreement signed on the seventh day, as well as on various international, regional, bilateral and local commitments over the years.

The most important milestone is the completion of a border that has not yet been completed, just like about two-thirds of all borders have been completed. This means connecting all mechanisms together, both TBC RBC GBC and JBC. Finally, we have to decide what mechanisms or arrangements to be able to turn "peace on paper" into "lasting peace" for the next 75 years of formal relations between these two neighbors in the future.
