Move on! Submarine Extension Hiring Program
On September 16, 2025, Admiral Jirpol Wongwit, the commander of the Royal Navy, as a representative of the Thai government, signed an amended submarine hiring agreement with representatives of the People's Republic of China by Liu Song, vice president of China Shipbuilding & Offshore International Co., Ltd. (CSOC) at the headquarters building of CSOC, Beijing, People's Republic of China, with representatives of the Military Equipment and Technology Cooperation Agency (Bureau of Military Equipment and Technology Cooperation, CMC: BOMETEC), representatives of China State Shipbuilding Corporation Co., Ltd. (CSSC) and representatives of China Shipbuilding Trading Co., Ltd. (CSTC) also witnessed the signing ceremony.
The signing of the amended agreement is an implementation of the Council of Ministers resolution on August 5, 2025 that authorizes the commander of the Navy or the representative to sign the amended agreement as the representative of the Thai government. After the signing, the ship will be built according to the plan for the remaining 40 months, consisting of ship building, training of maintenance technicians in various fields, and
Technology Transfer, including Submarine Regular Force Course and Submarine Division Director
The Ministry of Defense of China will support the construction of the ship in accordance with the agreement and in accordance with the standards of the Chinese military, including the training, manpower, knowledge and ability to operate this submarine effectively and safely, so that the Navy can ensure that it can operate the submarine at full capacity, cost-effective and budget, and the length of time it takes to continue the project to procure this submarine, which is scheduled for delivery in late 2028.
The Admiralty Commander said to the guests of the ceremony that the S26T submarine procurement project is a significant project with the implications of the relationship between the Thai government and the Chinese government and is a joint strategic partner. The two sides have successfully resolved the issue of the project through friendly negotiations to the point of signing a resolution to the agreement. The Chinese side has pledged to the Navy to build this submarine in quality and perfection according to the standards of the Chinese Navy, as well as to provide full support to the Navy in other areas to complete the project quickly.
สำหรับโครงการเรือดำน้ำ S26T ที่ได้รับการสนับสนุนจากรัฐบาลจีน ถือเป็นก้าวสำคัญที่สะท้อนความสัมพันธ์ยุทธศาสตร์ระหว่างไทยกับจีนได้อย่างชัดเจน จากการลงนามข้อตกลงฉบับแก้ไขเพิ่มเติมในครั้งนี้ ทำให้แผนการสร้างเรือดำน้ำลำดังกล่าวยังคงดำเนินไปตามตารางเวลาที่กำหนดไว้ประมาณ 40 เดือนข้างหน้า รวมถึงการจัดฝึกอบรมเจ้าหน้าที่ซ่อมบำรุงและกำลังพลประจำเรือที่จะถูกพัฒนาทักษะความเชี่ยวชาญ เพื่อให้มั่นใจถึงประสิทธิภาพและความปลอดภัยในการใช้งานเรือลำนี้อย่างเต็มที่ นอกจากนี้ยังเป็นโอกาสดีที่กำลังพลไทยจะได้รับการถ่ายทอดเทคโนโลยีและความรู้จากฝ่ายจีนซึ่งมีเทคโนโลยีเรือดำน้ำที่ทันสมัยมาตรฐานสูง การได้เรียนรู้โดยตรงนี้จะช่วยเพิ่มขีดความสามารถในการบริหารจัดการและดูแลรักษาเรือดำน้ำให้มีประสิทธิภาพสูงสุดอย่างยั่งยืน ในแง่ของงบประมาณและการดำเนินงาน ความร่วมมือครั้งนี้ถูกมองว่าเป็นการลงทุนที่คุ้มค่าซึ่งช่วยให้กองทัพเรือไทยพัฒนาศักยภาพทางยุทธศาสตร์พร้อมรับมือกับภารกิจต่างๆ ได้อย่างมั่นใจ ผู้ที่ติดตามโครงการนี้สามารถคาดหวังที่จะเห็นการเปลี่ยนแปลงและพัฒนาการที่สำคัญในอีกไม่กี่ปีข้างหน้า พร้อมกับการเพิ่มความสามารถในการป้องกันประเทศของไทยผ่านการมีเรือดำน้ำ S26T ที่มีคุณภาพสูงและรองรับการใช้งานในเวทีนานาชาติ
