It's time to choose...Future MOU 43-44
Ophan pointed out that it was time to choose between maintaining a modified 43-44 MOU attached to it or canceling it to impose a new treaty without the trap of the ancient French map.
The independent scholar of security and foreign affairs, R.D., former chairman of the Prime Minister's Security Advisory Committee, commented on the situation on the Thai-Cambodian border.
After the escalation of the force and testing of Cambodia's military might, whether it was unloading tanks, releasing assault drones, firing artillery and burying mines, combined with the use of fronted observer corps to come in armed in the area, it required an eye on whether the collision would occur again.
Dr Phan estimates that Thailand's "aggressive-defensive" adjustment of relations is unclear because the work between the Ministry of Foreign Affairs, Defense and Economy lacks synergies, allowing Cambodia to use this loophole to walk the international game, pushing the major powers or neighboring countries to play the Thai pressure in many ways.
In the two MOUs, 2000 and 2001, which bound Thailand-Cambodia to negotiate to settle down the pins and align the borders, Dr Phan saw that these MOUs had both the "advantage" of creating a framework to talk to each other without force and the "disadvantage" of citing colonial map evidence, putting Thailand at a clear disadvantage on international court requirements.
Dr Phan reiterated that it was time to ask the people in the referendum format what they agreed to do in the following ways between
1. Abolish the original MOU and impose a new, modern treaty. Not trapped by ancient evidence.
2. Temporary delay in the use of the MOU to open a new round of negotiations in parallel with proactive political signalling
3. Remain the original MOU, but need to be adjusted clearly to the point where Thailand is at a disadvantage.
There are also recommendations for the government to accelerate the "proactive drive team," from ministers to area experts, to keep the international strategy abreast of Cambodia's games, and to introduce senior ASEAN leaders to reinforce the pressure of a peaceful process parallel to the use of the international arena.
Before leaving that Thailand can no longer wait for the same framework, but must have the political parties adopt the same policy to break free from international political traps and maintain real national interests.
