^ Vishch Suwan Loyal, a member of the United Thai Nation-Building Party and a lawmaker promoting solar electricity, came out on 30 Sep 68, stating that after Mr Pyrhan Wheat State Anatomy left as Energy Minister just a few days ago, there was a book from the Secretary General to the Cabinet on 18 Sep 68, which was in essence opposed to the legalization of solar freedom.
It claims that the agencies involved can already have a policy to declare, not draft an Act. The draft of the Solar Energy Promotion Act has been passed by the previous Cabinet and has never had a law of promotion nature, only the law to empower the state to stand in the sun.
^ Wish said that I, as a lawmaker, read the letter of the secretary of the decree, "Unfortunately," the decree should have known that solar liberalization had to be set up by a number of different agencies and had more than six laws involved.

The decree suggested that each unit go to enact a solar liberalization unlock without a law. I asked. Really? How many years will the agency allow it? การส่งเสริมการใช้พลังงานแสงอาทิตย์ หรือโซลาร์ ถือเป็นแนวทางสำคัญในการจัดการกับปัญหาพลังงานที่ยั่งยืนและลดผลกระทบต่อสิ่งแวดล้อมของประเทศไทย โดยร่าง พ.ร.บ.เสรีโซลาร์ฉบับที่สมาชิกพรรครวมไทยสร้างชาติเสนอขึ้นนั้น มีความตั้งใจที่จะเปิดโอกาสให้ประชาชนทั่วไปสามารถผลิตไฟฟ้าจากพลังงานแสงอาทิตย์ได้อย่างเสรีและรวดเร็ว ลดขั้นตอนและความยุ่งยากที่ซ้อนทับจากกฎหมายและระเบียบหลายฉบับที่เกี่ยวข้อง เช่น พ.ร.บ.โรงงาน พ.ร.บ.การประกอบกิจการพลังงาน และพ.ร.บ.ผังเมือง เป็นต้น อย่างไรก็ตาม คณะกรรมการกฤษฎีกาเห็นว่า หน่วยงานที่เกี่ยวข้องสามารถออกประกาศหรือนโยบายลูกเพื่อส่งเสริมโซลาร์ได้โดยไม่จำเป็นต้องมีกฎหมายใหญ่ (พระราชบัญญัติ) ช่วยให้เรื่องนี้ยังติดอยู่ในกรอบนโยบายและขั้นตอนการดำเนินงานที่ซับซ้อน ซึ่งอาจทำให้เกิดความล่าช้าและไม่ชัดเจนสำหรับผู้ที่ต้องการติดตั้งโซลาร์ พลังงานทดแทนที่ต้องการสนับสนุนให้เกิดขึ้นอย่างแพร่หลายในสังคม การเปิดเสรีโซลาร์จะนำมาซึ่งประโยชน์หลายด้าน เช่น ช่วยลดค่าใช้จ่ายด้านพลังงานของครัวเรือนและธุรกิจ ลดภาระการพึ่งพาพลังงานฟอสซิล และลดผลกระทบต่อสิ่งแวดล้อม การฝึกฝนและพัฒนาอุปกรณ์โซลาร์คุณภาพสูงฝีมือคนไทยก็มีศักยภาพในการแข่งขันในตลาด ซึ่งจะสร้างงานและเพิ่มรายได้ให้แก่ประเทศอย่างยั่งยืน ทั้งนี้ ความท้าทายหลักอยู่ที่การจัดการความสอดคล้องของกฎระเบียบหลายฉบับและการส่งเสริมให้หน่วยงานที่เกี่ยวข้องสามารถร่วมมือกันได้อย่างมีประสิทธิภาพ หากรัฐบาลชุดใหม่สามารถสานต่อนโยบายนี้โดยมีกฎหมายที่ชัดเจน จะช่วยเร่งให้เกิดการปฏิรูปพลังงานในระบบประเทศไทย โดยลดปัญหาและอุปสรรคที่ประชาชนและผู้ประกอบการเผชิญในปัจจุบัน ในฐานะผู้สนใจและเชี่ยวชาญด้านพลังงานสะอาด ควรส่งเสียงสนับสนุนนโยบายเสรีโซลาร์ เพื่อสร้างสังคมที่เป็นมิตรกับสิ่งแวดล้อมและลดภาระค่าไฟที่สูง อีกทั้งยังเป็นทางเลือกที่ตอบโจทย์แนวทางพัฒนาที่ยั่งยืนของประเทศในอนาคตอย่างแท้จริง
