Sutin quipped the People's Party, trusting a party that doesn't want to solve the president.
At a joint session of Congress on October 15, 2025, Sutin Armory, a congressman for Thailand, rose to debate the issue of the 2017 Constitution.
It says that the reason why there is a lot of constitution, because Thai society is in a vicious circle, is to write the president and tear, tear and write, circulate like this. When people tear often, they have to write often. So don't blame, but the writer has to blame the rip.
It was also the president who caused a number of problems, especially Section 144, that prevented MPs from moving their budgets into areas or using them for purposes other than those listed, so that many MPs could be prosecuted.

ในการอภิปรายครั้งนี้ นายสุทินได้เน้นย้ำถึงปัญหาของ "รัฐธรรมนูญปี 2560" ซึ่งไม่เพียงแต่เป็นต้นเหตุของความขัดแย้งทางการเมืองที่ผ่านมา แต่ยังทำให้บทบาทของตัวแทนประชาชนถูกลดทอนอย่างชัดเจน โดยเฉพาะมาตรา 144 ที่กำหนดข้อห้ามในการแปรญัตติงบประมาณไปยังพื้นที่ต่าง ๆ ซึ่งมีผลทำให้ ส.ส. หลายคนต้องเผชิญกับความเสี่ยงทางกฎหมายและการถูกฟ้องร้องในข้อหาละเมิดมาตรานี้ สิ่งที่น่าสนใจคือ นายสุทินได้สะท้อนถึงภาพรวมของการเมืองไทยผ่านรัฐธรรมนูญฉบับนี้ ที่แม้จะโฆษณาว่าเป็นฉบับปราบโกงและส่งเสริมนักการเมืองที่มีคุณธรรม แต่ในทางปฏิบัติกลับพบว่ามีการยุบพรรคการเมืองอย่างต่อเนื่องและเกิดผู้นำที่เปลี่ยนแปลงบ่อยครั้ง ซึ่งยังสร้างความไม่มั่นคงในระบบการเมือง ในแง่ของโครงการดิจิทัลวอลเล็ตที่ได้รับการกล่าวถึงในที่ประชุม นายสุทินชี้ให้เห็นถึงความขัดแย้งในมาตรา 144 ที่อาจขัดขวางการนำงบประมาณไปใช้ประโยชน์โดยตรงกับประชาชน แม้จะเป็นโครงการช่วยเหลือแบบใหม่ ที่มีศักยภาพในการกระตุ้นเศรษฐกิจฐานราก แต่กลับทำให้ ส.ส. และ ส.ว. เสี่ยงต่อการถูกดำเนินคดีอย่างไม่จำเป็น ข้อกังวลสำคัญที่นายสุทินฝากไว้ คือการแก้ไขรัฐธรรมนูญจะต้องเกิดจากความร่วมมืออย่างจริงจัง ไม่ใช่การยินยอมแบบบังคับใจ เพราะหากไม่สามารถแก้ไขได้ตามเป้าหมาย จะส่งผลกระทบเชิงลบต่อเสถียรภาพของประเทศในระยะยาวอย่างแน่นอน ด้วยเหตุนี้ ความสำคัญของการสร้างความเข้าใจที่ถูกต้องระหว่างพรรคการเมือง และการมีส่วนร่วมของประชาชนในการเรียกร้องการเปลี่ยนแปลง จึงเป็นเรื่องที่ไม่อาจละเลยได้ เพื่อให้รัฐธรรมนูญฉบับใหม่ไม่ใช่แค่เอกสารทางกฎหมาย แต่เป็นเครื่องมือที่ช่วยเสริมสร้างประชาธิปไตยและความยุติธรรมในสังคมไทยอย่างแท้จริง
