This policy is a holdover from when pennies were phased out in Canada, and Sam's Club (a US company) adopted a similar approach in some of its US stores for cash transactions, aiming for fairness and simplicity. It's not a huge saving, of course, but it’s a neat little perk that adds up over time if you're a frequent cash payer.
