On January 27, 2026, a new statement was issued by the Ministry of Education in the Thai Gazette (Royal Gazette). This is the "Enrollment (Year 2025) Ordinance for Non-Thai Citizens with no evidence of household registration."
This order replaces the previous statement in 2019, which has granted wider rights to children.
✨ The Government Gazette's 6 main characteristics:
1. Education for all (art. 4):
Schools must accept persons who do not have any evidence or are not Thai nationals. As in the past, only some groups or certain areas are not restricted and anyone who is within Thailand is entitled to attend school.
2. Use of the G Code system (paras. 3 and 4):
If the child does not have a 13-word registration number, the school must issue a "G Code" (a 13-word number starting with the letter G) prescribed by the Ministry of Education. Education services will be officially available with this number.
3. The school must assist in obtaining a 13-word number (para. 5):
Schools must negotiate with parents and provide evidence to the county / local registration offices for the child to obtain a 13-word number.
4. giving rights until the end of school (para. 5):
Also, if it is difficult to assign a 13-word number under the law after inspection, the school shall retain that child with the original G Code number until the end of his education.
5. preparation of records (para. 6):
If the child officially obtains the 13-word number later, the (temporary) information marked in red in the student record will be deleted and corrected as usual.
6. Effect (paragraph 2):
This Ordinance comes into force in all schools under the Thai Ministry of Education from the 2025 academic year.

ในฐานะที่ได้ติดตามสถานการณ์เรื่องสิทธิ์การศึกษาสำหรับเด็กเมียนมาในประเทศไทย ผมขอแชร์ประสบการณ์และข้อคิดเห็นเกี่ยวกับการเปลี่ยนแปลงล่าสุดนี้ให้ข้อมูลที่เป็นประโยชน์สำหรับผู้ปกครองและชุมชน ก่อนหน้านี้ การเข้าเรียนในโรงเรียนรัฐบาลสำหรับเด็กที่ไม่มีเอกสารหรือไม่ได้เป็นพลเมืองไทยถูกจำกัดพื้นที่และขั้นตอนมาก ทำให้เด็กจำนวนมากขาดโอกาสทางการศึกษา และสร้างแรงกดดันต่อครอบครัวที่ต้องหาช่องทางให้ลูกหลานได้เรียน การที่รัฐบาลไทยประกาศคำสั่งใหม่ผ่านราชกิจจานุเบกษา โดยมอบสิทธิ์เข้าเรียนได้โดยไม่จำกัดพื้นที่และใช้ระบบ G Code เพื่อรับรองตัวตนของเด็กที่ไม่มีเลขทะเบียน 13 หลัก ถือเป็นก้าวสำคัญที่ทำให้กระบวนการนี้ง่ายขึ้นและเป็นระบบมากขึ้น จากประสบการณ์ของผม การที่โรงเรียนได้รับหน้าที่ช่วยเหลือผู้ปกครองในการลงทะเบียนเลข 13 หลัก และรับรองการเรียนจนจบ ทำให้ลดความกังวลเรื่องเอกสารที่อาจขาดหายหรือยังไม่ได้รับการอนุมัติ นอกจากนี้ การแก้ไขบันทึกในระบบให้เป็นปกติเมื่อเด็กได้รับเลข 13 หลักอย่างเป็นทางการ ยังเพิ่มความมั่นใจว่าข้อมูลจะถูกต้องและไม่มีปัญหาในระยะยาว ข้อแนะนำสำหรับผู้ปกครอง คือ ควรรีบติดต่อโรงเรียนรัฐบาลในพื้นที่ใกล้บ้านเพื่อตรวจสอบขั้นตอนและขอรับคำปรึกษาโดยตรง โดยอ้างอิงคำสั่งราชกิจจานุเบกษาฉบับนี้ เพื่อยืนยันสิทธิ์การเข้าเรียนของบุตรหลาน นอกจากนี้ การแบ่งปันข้อมูลนี้ในชุมชนจะช่วยให้หลายครอบครัวได้รับประโยชน์และเด็กๆ ได้รับโอกาสเรียนอย่างเท่าเทียม ท้ายสุด ผมเชื่อมั่นว่าการให้ความรู้และสนับสนุนการเข้าถึงการศึกษาของเด็กทุกคนไม่ว่าจะมีสถานะใด เป็นหัวใจสำคัญในการสร้างอนาคตที่ดีขึ้นให้กับสังคมโดยรวม และเป็นการสร้างโอกาสให้กับเยาวชนทุกคนอย่างแท้จริง
