จากประเด็นการถกเถียงเกี่ยวกับ กอ.รมน. ที่ถูกกล่าวหาว่าเป็นองค์กรหลงยุคและเปลืองงบประมาณ ผมขอแชร์ประสบการณ์และความเห็นส่วนตัวที่มาจากการติดตามข่าวสารและความเคลื่อนไหวทางการเมืองมาตลอดหลายปีครับ โดยส่วนตัวผมเห็นว่า กอ.รมน.นั้นถือเป็นหน่วยงานที่ก่อตั้งขึ้นในบริบทของยุคสงครามเย็น เพื่อควบคุมและรักษาความมั่นคงภายในประเทศ ซึ่งแน่นอนว่าสภาพปัญหาและความจำเป็นในเวลานั้นต่างจากยุคนี้ที่โลกเปลี่ยนแปลงไปอย่างรวดเร็ว แต่ในหลายปีที่ผ่านมา กอ.รมน. กลับไม่ได้ถูกปรับโครงสร้างหรือยกเลิกให้สอดคล้องกับสถานการณ์ในปัจจุบัน ทำให้เกิดความซ้ำซ้อนกับหน่วยงานด้านความมั่นคงอื่นๆ และสร้างภาระงบประมาณที่สูงเกินความจำเป็น ผมสังเกตว่า นอกจากจะทำหน้าที่ด้านความมั่นคงแล้ว กอ.รมน.ยังถูกนำมาใช้ในเชิงโฆษณาชวนเชื่อและการควบคุมสังคมอย่างกว้างขวางในยุคหลังรัฐประหาร ซึ่งอาจส่งผลให้หน่วยงานมีอำนาจแทรกแซงกิจกรรมในชุมชน โรงเรียน และสื่อสารสาธารณะมากกว่าที่ควรเป็น ซึ่งเป็นเรื่องที่ควรได้รับการถกเถียงและเยียวยาอย่างจริงจัง หากมองในแง่ของการบริหารจัดการประเทศ ผมคิดว่าการทบทวนบทบาทและโครงสร้างของ กอ.รมน. อย่างละเอียดเป็นเรื่องจำเป็นมาก เพื่อป้องกันการใช้งบประมาณผิดวัตถุประสงค์และลดการแทรกแซงกิจกรรมทางสังคมด้วยเหตุผลทางการเมืองที่ไม่เหมาะสม นอกจากนี้การยุบหรือปรับลดบทบาทขององค์กรนี้ให้สอดคล้องกับสถานการณ์ยุคใหม่ จะช่วยเพิ่มความโปร่งใสและประสิทธิภาพในการบริหารจัดการความมั่นคงของประเทศได้ดียิ่งขึ้น เรื่องนี้ไม่ได้เพียงแค่เป็นประเด็นทางการเมืองเท่านั้น แต่ยังเกี่ยวข้องกับความเชื่อมั่นของประชาชนและการใช้เงินภาษีอย่างคุ้มค่า ผมเองก็รู้สึกว่าการเปิดเผยและอภิปรายในสภา รวมถึงการให้ข้อมูลแก่ประชาชนอย่างตรงไปตรงมา จะช่วยสร้างความเข้าใจและความเห็นร่วมกันในสังคมได้มากขึ้นครับ
