It was reported by Semafor that AMD was in preliminary talks with Intel to use the Intel Foundry service to produce some of its chips; if that did happen, it would be a big partnership between the two camps, since the Kaby Lake-G project that had combined AMD's GPUs with Intel CPUs years ago.

The main reason why AMD is looking for new alternatives comes from US government pressure to require more technology companies to make chips domestically with a maximum target of 50% of total production. AMD itself has recently encountered restrictions from the ban on exporting certain GPUs to China. Having a backup factory in the US like Intel reduces risk and makes the company more flexible, even though Intel's manufacturing technology is still perceived to be behind TSMC.

Intel, meanwhile, is aggressively accelerating its search for new customers after the U.S. government took a 9.9% stake, followed by SoftBank investing an additional $2 billion, and Nvidia buying another $5 billion stake with co-development of the latest x86 chip. There is also news that Intel is also in talks with Apple on a future partnership, showing that the company is on full track to strengthen its Foundry business.

If AMD decides to participate, this deal will not only increase customers for Intel, but also a key jigsaw puzzle that pushes Intel's Foundry business to greater stability, and in AMD's own corner is a diversification, reducing its dependence on TSMC too much.

Although both sides have yet to comment, if this deal does happen, it's a handshake to watch because it could affect both the direction of the global chip business and the long-term U.S. technology security strategy.
