Many people have previously started to experience strange symptoms on Windows 11. Whether it's Start Menu, can't open, Taskbar is missing, Explorer is stale, or XAML-based apps are broken in rows. Most recently, Microsoft has released an update saying that this problem is not only on Windows 11, the 24H2 version, but also on 25H2, which is the first official confirmation. After all, it was only a prediction because these two versions of Windows used the same code basis.

Microsoft attributed these symptoms to some updates from July 2025 onwards, starting with the KB5062010 patch on 24H2, before progressing to 25H2 patches on both KB5065789 in the September preview and KB5066835 in October, as well as the latest update. KB5070311 is also among the affected groups, so it is not surprising that many organizations have begun to experience similar symptoms in recent months.

Microsoft points out that users do not need to worry because this is mainly caused by enterprise-managed systems, especially those that have to do Provisioning or VDI systems that have to install a package every time they log in, causing XAML-dependent services like StartMenuExperienceHost search systems or even Explorer to start up and break down in chains, unlike home coms that are barely in the same conditions, so the chances of problems are very small.

Microsoft also added an official description of the symptoms. Since the user logged in and found the black screen, Explorer opened and bounced. Taskbar did not display. Start Menu did not respond. Until the opened Settings disappeared.

It includes several XAML-based programs that do not open or crash as soon as they start up. But even though the problem seems to be heavy, the temporary solution remains the same. There is no permanent solution. This is to register the system package through PowerShell and use the script to prevent Explorer from running before loading the data.
