Joint Statement of the Special Session of the General Border Committee (GBC) Meeting. 3rd
Between the Kingdom of Cambodia and the Kingdom of Thailand at the permanent border crossing (Sapphire Province, Cambodia) - Lettuce House (Chanthaburi Province, Thailand)

The third special session of the GBC Border Committee at the permanent border crossing point (Sapphire Province, Cambodia) - Lettuce House (Chanthaburi Province, Thailand) was co-chaired by General Tia Siaha, Deputy Prime Minister and Minister of Defence of Cambodia, and Co-Chairman of the Cambodian General Border Committee, and General General Nakkorn, Minister of Defence of Thailand, and Co-Chairman of the Thai General Border Committee, with ASEAN Observer Team - AOT as observers.
Meeting:
• Recognizing the importance of discussions to settle disputes by peaceful means, under a climate of trust, sincerity, integrity, fairness and mutual respect, in accordance with the purposes and principles of the Charter of the United Nations, the ASEAN Charter and the Treaty of Amity and Cooperation in Southeast Asia, in order to open the way to a new chapter of peace and cooperation between the two countries;
• Recalling the ASEAN President's Statement on the Special Session of ASEAN Foreign Ministers Meeting on the Current Situation between Cambodia and Thailand on 22 December 2025 in Kuala Lumpur,
• Reiterates its firm commitment to refrain from intimidation or use of force, peaceful settlement of disputes and respect for international boundary lines and international law in order to promote peace, security, stability and wealth in the region, on the basis of respect for the autonomy, sovereignty, equality, territorial integrity and national identity of the two countries;
• Reaffirms its unwavering commitment to the full and effective implementation of the ceasefire agreement of 28 July 2025, including other relevant agreements made thereafter, and the agreements reached at the General Border Commission (GBC) and Joint Boundary Commission (JBC) meetings, as well as the existing agreements between Cambodia and Thailand;
• Reaffirms the common will to return to dialogue and build on existing agreements, including bilateral mechanisms to end hostilities in all their forms, and to establish a genuine and lasting peace, with a firm commitment to confidence-building and the restoration of normalcy and permanent peace along the border;
Agreed on the following understandings and measures:
I. De-escalation measures
1. Both sides agree to a ceasefire immediately after the signing time of this Joint Declaration with effect from 12: 00 (local time) on 27 December 2025. It covers all types of weapons, including attacks on civilians, civilian objects and infrastructure and military targets of both sides in all cases and areas. Both sides must avoid unprovoked fire or any advance or deployment of troops to the base, location or forces of the other side. This Agreement must not be violated under any circumstances.
2. Both sides agree to maintain the current deployment of troops without further movement; there shall be no movement of troops, including reconnaissance, to the base of the location of the other.
3. The two sides agreed that the preparation of the agreement under this joint communiqué would have no impact on the international boundary and boundary lines between the two countries. The two sides agreed to entrust the Joint Boundary Commission (JBC) to resume boundary exploration and embroidery as soon as possible. According to the existing agreement, in order to achieve lasting peace along the border, the two sides agreed to use the JBC mechanism to ensure the safety and security of the joint survey team in the area, including mine safety. The two sides agreed that the JBC would give first priority to exploring and embroidering boundary sharing in the affected border areas inhabited by civilians.
4. Both sides agree to allow civilians living in the affected border areas to return home as soon as possible, without obstacles and with security and dignity, to return to their homes and normal subsistence in areas within their own banks.
5. Both sides agreed not to increase their forces throughout the Cambodian-Thai border. Any reinforcement would escalate tensions and adversely affect long-term efforts to resolve the situation.
6. Both sides agree not to take provocative action that may cause an increase in tensions, including military activities in encroaching on the other side's airspace, territory, or base since the time of the ceasefire. Both sides agree to refrain from the construction or strengthening of military infrastructure or fortifications other than on their own side.
7. Both sides agree not to use all forms of force against civilians and civilian objects. In all circumstances, such acts will not only endanger communities in border areas, but also violate international law and damage the global image of non-compliant parties.
8. Both sides agreed to refrain from disseminating false or fake news in order to reduce tensions, ease negative public feelings and create an environment conducive to peaceful dialogue.
9. The two sides reaffirmed their obligations under the Convention on the Prohibition, Stockpiling, Production and Transfer of Anti-personnel Mines and on the Destruction of Mines (Ottawa Convention). The two sides will work together through the Joint Coordinating Working Group (JCTF) on Humanitarian Demining, in accordance with the agreed Standard Practice (SOP) procedures, to make timely progress in bomb recovery along the border.
10. Both sides agree to implement the Action Plan for Cooperation to Prevent and Suppress Transnational Crime, including Cyber Scams and Trafficking, between the Cambodian National Police Agency and the Thai National Police Agency, and reaffirm their commitment to strengthen cooperation to prevent online deception, correct misuse of digital platforms, and promote responsible and accurate information to build trust, stability, and friendly relations.
11. In the spirit of the Kuala Lumpur Joint Declaration, on 26 October 2025, all 18 Cambodian soldiers will be repatriated to Cambodia, after the ceasefire has been fully observed for 72 hours.
II. Mechanisms for the implementation and monitoring of tension reduction measures
12. Both sides recognize the important role of the ASEAN Observer Mission (AOT) and agree to strengthen the role of AOT in joint consultation with the ASEAN Chair and AOT in monitoring and ensuring the effective implementation of all measures in this joint statement.
13. To ensure effective action, both sides agreed to use the Cambodia-Thailand and Thailand-Cambodia Border Coordination Unit to ensure that the ceasefire is sustainable, manage the situation in the area, resolve incidents in a timely manner, and prevent misassessment of the situation under the observation and monitoring of the ASEAN Observer Panel.
14. Both sides will maintain a consistent and direct channel of communication between the Minister of Defense and the Commander-in-Chief, in order to respond quickly to urgent situations that cannot be resolved at the local level. If necessary, high-level representatives from both sides will meet to effectively resolve local issues.
15.The JCTF will inform its own local authorities, including the other party's JCTF, to acknowledge and facilitate humanitarian explosive recovery operations in priority border areas in accordance with the action plan agreed upon by both parties, so as to ensure smooth implementation without obstacles or misunderstandings.
16. Official media teams from both sides. It will maintain consistent and direct communication. To ensure the effective prevention and management of misrepresented and false information. It will also ensure the transparency and accuracy of news and reports to strengthen mutual trust.
