According to a report by the website Cyber Security News, a research team from BindingHook, a cybersecurity specialist firm, has come forward to expose the framework of the Chinese government's cyber operations, including a group of hackers sponsored by the Chinese government, that the operation has now gone beyond trying to hack into the stubborn system as it was in the past, but through a variety of organizations - private companies, Contractors, and data brokers - some of which look like technology companies in general, but they actually do the job of creating them. Hacking Tools, Botnet Malware (Malware for converting bait machines into hacker networks), Data theft and access sales for hacking operations are done through network hacker organizations such as Salt Typhoon, Flax Typhoon, and Volt Typhoon. The research team has dubbed this new framework Composite Responsibility or Sector Responsibility.

The research team briefly concluded that the framework was both a distribution of responsibility and a multi-layered network of cyber operations, a complex operation. The research team also revealed that the U.S. government and its allies found the belief between the Salt Typhoon hackers, the hackers behind the most severe Western telecommunications attack campaign, that they had links to at least three Chinese private companies. In addition, documents from contractor i-Soon indicated a connection to the Department of Security. The Ministry of State Security and the Ministry of Public Security in China also indicate that i-Soon has been assigned by the Ministry to manage cyber attacks against governments in 14 countries around the world.

The research team also revealed that a private company, as mentioned above, now serves as the backbone in the Chinese government's cyber attack campaign. It found that it has developed ShadowPad malware, a backdoor malware for distribution to hackers under the control of the Chinese PLA or People's Liberation Army, such as RedFoxtrot and Tonto Team, and that it also has links to Chengdu 404 Network Technology Co, where an employee of the company was arrested for having links to the hacker group APT41.

In addition, Chengdu technology company Integrity Technology Group has been detected to be behind the development of the Raptor Train Botnet malware, which was successfully extracted by the U.S. government. Not only has it been detected to be linked to the Flax Typhoon hacker group's campaign.
