ร่าง พ.ร.บ. THACCA ถือเป็นการปฏิวัติวงการอุตสาหกรรมสร้างสรรค์ของไทยครั้งใหญ่ ที่เน้นการรวมศูนย์การบริหารจัดการไว้ในที่เดียว ผ่านการจัดตั้งสำนักงานส่งเสริมวัฒนธรรมสร้างสรรค์ (THACCA) ที่จะทำหน้าที่เป็นจุดเชื่อมหลัก (One-Stop Service) เพื่อให้การอนุมัติทุนและการขับเคลื่อนงานในกว่า 11 สาขาวิชาชีพสร้างสรรค์เป็นไปอย่างไร้รอยต่อ จากประสบการณ์ของคนทำงานในวงการนี้ เรื่องความซ้ำซ้อนและความล่าช้าในการขออนุมัติทุนเป็นปัญหาหลักที่พบเจอบ่อย กฎหมายฉบับนี้จึงลดขั้นตอนเอกสารและเงื่อนไขซับซ้อน เพื่อเปิดโอกาสให้ศิลปินและผู้ประกอบการรายย่อยเข้าถึงทุนสนับสนุนได้ง่ายและรวดเร็วยิ่งขึ้น อีกทั้งยังมีโมเดล "เอกชนนำ ราชการหนุน" ที่บอร์ดบริหารประกอบด้วยผู้เชี่ยวชาญจากภาคเอกชนจริงๆ ช่วยให้แนวนโยบายตอบโจทย์ธุรกิจและส่งเสริมการโกอินเตอร์ได้อย่างมีประสิทธิภาพ จุดที่น่าสนใจก็คือการสร้างระบบนิเวศน์ (Ecosystem) ที่เอื้อต่อการลงทุนและสร้างงาน ผ่านมาตรการที่ผ่อนปรนข้อกฎหมายเดิม เช่น การอนุญาตถ่ายทำภาพยนตร์ที่สะดวกขึ้น และการออก Talent Visa เพื่อดึงดูดมืออาชีพระดับโลกมาร่วมงานในไทย ทำให้ประเทศเรามีศักยภาพแข่งขันในตลาดอุตสาหกรรมสร้างสรรค์และ Soft Power ของโลกได้มากขึ้น อีกประเด็นที่สะท้อนถึงความใส่ใจต่อคนทำงานก็คือการคุ้มครองแรงงานในภาคสร้างสรรค์ ตั้งแต่ทีมหลังกล้อง ฟรีแลนซ์ ไปจนถึงนักเขียน ผ่านการยกระดับมาตรฐานสวัสดิการ สัญญาจ้างที่เป็นธรรม และชั่วโมงการทำงานที่เหมาะสม นี่ถือเป็นการเปลี่ยนแปลงเชิงนโยบายครั้งสำคัญที่จะช่วยลดปัญหาการกดขี่แรงงานและส่งเสริมความยั่งยืนในวงการนี้ จากมุมมองของคนที่ติดตามและลงมือทำงานเกี่ยวกับกฎหมายและนโยบายด้านวัฒนธรรมสร้างสรรค์ กฎหมายเชิงรุกนี้ไม่ได้เป็นแค่การควบคุม แต่เป็นการผลักดันให้ภาครัฐเป็นผู้สนับสนุนและร่วมลงทุนอย่างแท้จริง สิ่งที่ต้องจับตาก็คือการชี้ขาดหรือจัดสรรอำนาจระหว่าง THACCA กับกระทรวงต่างๆ เพื่อไม่ให้เกิดปัญหาการทับซ้อนในภาคปฏิบัติที่จะกระทบต่อการขับเคลื่อนนโยบาย สำหรับคนที่มีความสนใจและกำลังทำงานในแวดวงการสร้างสรรค์ ถือว่าร่าง พ.ร.บ.
