Neither has the actual app been reupdated.
Apps that have been modified include

By the original text was:
"This app has been updated by Apple to display the Apple Watch icon app."
Which has been the message since the early Apple Watch era.
But now Apple has changed to:
"This update from Apple will improve the functionality of this app. No new features are inclusioned."
Or a simple translation is
"Improved behind-the-scenes work, no new features."
