Over the years, the world has been moving gradually from a trade-driven era of globalization to an era of power rivalry between superstates. Military conflicts in many regions - Eastern Europe, the Middle East, or Asia-Pacific tensions - all reflect a fact that geopolitics is returning to dominate the global economy.

But the important question is, is Thailand still running a normal economy?

The scary answer is "yes."
.
In international political economics, there is a concept called "war economy," which means that the state restructures its economy to support long-term conflicts, supply chain disruption, and international strategic competition.

A war economy does not mean that a country is at war, but that it prepares its economy to be resistant to crises and to exist despite the turbulent world, which is the main difference between a normal economy and a war economy.

• Normal economy emphasizes maximum efficiency and profit
• The war economy emphasizes the stability and survival of the state.

In other words, the management of the country's economy has to think about "what's safest" instead of "what's cheapest."

Because if the world goes into protracted conflict, countries that still stick to normal economic logic will be the most vulnerable, so the Thai government should start reframing economic policy towards a defensive war economy in at least five key areas.

1. Food and Drug Security:
Thailand should not be satisfied with being just a food-exporting country, but must have a strategic state-owned food depot system such as rice, grain, fertilizer, seeds and medicines, because in a world of protracted wars, food and medicine can immediately become political weapons.

2. Energy Security:
Energy price fluctuations in a war-era world can damage the entire national economy. States should increase investment in domestic energy, strategic oil reserves, and diversification of energy resources to reduce dependence on imports, increase energy self-reliance.

3. Strategic Industries
Strategic commodities such as pharmaceuticals, pharmaceuticals, basic electronic chips, communications technology and defense industries should be developed from the country to prevent the risk of being excluded from the global supply chain.

4. Security-Oriented Fiscal Policy:
The State budget should be allocated in part to establish strategic readiness, such as logistics infrastructure, emergency reserve funds and security technology development.

5. Industrial Mobilization System;
The State should plan ahead for the industrial sector to be able to adjust its production lines in crisis, such as civilian factories that can quickly convert to the production of medical supplies, communications equipment or materiel.
Conclusion
The world is entering an era when critical economic security does not lose to military security, where the countries that will survive this century will not be those with the lowest costs of production, but those with the most critical economic systems.
The readjustment into a war economy is not preparation for war, but preparation for the country's collapse on a turbulent day.

จากประสบการณ์การติดตามสถานการณ์โลกและเศรษฐกิจในช่วงที่ผ่านมา ผมเห็นว่าแนวคิดเศรษฐกิจภาวะสงคราม (War Economy) เป็นเรื่องที่ประเทศอย่างไทยไม่ควรมองข้ามโดยเด็ดขาด โลกในปัจจุบันเต็มไปด้วยความไม่แน่นอน ทั้งจากความตึงเครียดทางภูมิรัฐศาสตร์ และวิกฤตด้านโซ่อุปทานที่เกิดขึ้นบ่อยครั้ง การเตรียมตัวทางเศรษฐกิจที่เน้นแค่กำไรหรือประสิทธิภาพสูงสุดเพียงอย่างเดียว อาจทำให้ระบบเศรษฐกิจของเราปรับตัวไม่ทันและเปราะบางเมื่อเจอวิกฤตจริง ผมเองเคยได้ยินมาเยอะว่าประเทศไทยพึ่งพาระบบการค้าระหว่างประเทศและห่วงโซ่อุปทานโลกมาก ซึ่งถ้าหากสงครามหรือความขัดแย้งในระดับโลกยังยืดเยื้อต่อไป อาจทำให้เกิดปัญหาขาดแคลนวัตถุดิบหรือสินค้าที่จำเป็น เช่น อาหาร พลังงาน หรือเวชภัณฑ์ได้จริงๆ เพราะฉะนั้น การมีคลังอาหารและยาเชิงยุทธศาสตร์ เพื่อรองรับสถานการณ์ฉุกเฉินและลดการพึ่งพาภายนอกจึงเป็นเรื่องที่ทุกคนควรตระหนัก อีกด้านที่ผมคิดว่าสำคัญมาก คือเรื่องการพลังงาน เนื่องจากราคาพลังงานทั่วโลกสามารถผันผวนอย่างรุนแรงได้ในช่วงสงคราม ที่ผ่านมา หลายประเทศพยายามเพิ่มกำลังผลิตพลังงานทดแทนและเก็บสำรองน้ำมันสำคัญไว้ในคลังเชิงยุทธศาสตร์เพื่อรับมือกับความไม่แน่นอนนี้ ซึ่งไทยเองก็ควรลงทุนและส่งเสริมระบบเช่นนี้ให้มากขึ้น เพื่อความมั่นคง นอกจากนี้ การสร้างและส่งเสริมอุตสาหกรรมพื้นฐานที่สำคัญ เช่น ชิปอิเล็กทรอนิกส์ การผลิตยา และเทคโนโลยีสารสนเทศ ถือเป็นการเตรียมความพร้อมทางยุทธศาสตร์ให้กับประเทศ เพราะในสถานการณ์ที่การนำเข้าถูกจำกัดหรือหยุดชะงัก ประเทศที่มีความสามารถผลิตเองได้จะสามารถอยู่รอดได้ดีกว่า ประสบการณ์จากวิกฤตที่ผ่านมาในหลายพื้นที่ทั่วโลก สอนให้รู้ว่าการมีนโยบายการคลังที่เน้นการสร้างความมั่นคงและการมีแผนรองรับทางอุตสาหกรรมที่สามารถปรับเปลี่ยนผลิตภัณฑ์ได้ในภาวะวิกฤต จะช่วยให้ประเทศมีความสามารถฟื้นฟูได้เร็วเมื่อเกิดปัญหา ผมเห็นความสำคัญว่าไทยควรเริ่มปรับเปลี่ยนแนวคิดและนโยบายเศรษฐกิจอย่างเร่งด่วน เพื่อไม่ให้ตกเป็นฝ่ายเปราะบางและเสียเปรียบในเวทีโลกที่ซับซ้อนขึ้นทุกวัน สรุปว่า เศรษฐกิจภาวะสงครามไม่ใช่การเตรียมตัวเพื่อลงสนามรบ แต่เป็นการเตรียมตัวให้เศรษฐกิจประเทศสามารถยืนหยัดและดำรงอยู่ได้อย่างมั่นคงในโลกที่ผันผวนและไม่แน่นอน การเปลี่ยนกรอบความคิดและการวางนโยบายบนพื้นฐานความมั่นคงและความยืดหยุ่น ย่อมช่วยประเทศไทยรับมือกับอนาคตที่อาจไม่สงบได้ดีกว่าเดิม
