Conclusion
The Cabinet approved the draft Ministry of the Interior Declaration on the Enforcement of the Urban Plan of Wang Chan, Rayong Province...As proposed by the Ministry of the Interior, in order to serve as a framework for determining land use, transportation, utility development, public service and environmental stewardship in line with the economic and social development direction of the country, covering the areas of Wang Mon District, Chum Fai, collapsed forest in and Pongtaam, Wang Mon District, Rayong Province, a total area of about 394.41 square kilometers. The total city plan sets the course of development through six aspects of the plan: 1. Land use, 2. Open space for public benefit and environment, 3. Transportation and Transportation 4. Public Utilities Affairs & Public Services 5. Conservation of Natural Resources and Environment and 6. Management of Water Systems to Support Community Expansion, Economic Development, Conservation of Natural Resources, Flood Prevention and Mitigation, and Proper and Sustainable Use of Resources. The Integrated City Planning Arrangement is in accordance with the Urban Planning Act. In line with the national policy framework, including the Eastern Special Development Area (EEC) policy aimed at upgrading the Eastern Region to the future manufacturing base, transportation and logistics hub, the country's key agricultural and tourism sites, along with the development of infrastructure, natural resources and quality of life for the people. The Ministry of the Interior has received the remarks of the relevant departments to implement, specifically directing the use of the land in accordance with the spirit of the city plan, the protection of the basin area, forests, the area along the Prasar Reservoir and the Prasar River, as well as the control of economic activities to grow in a balanced, environmentally friendly and beneficial manner to the people of the area.

ในฐานะคนที่ติดตามการพัฒนาพื้นที่วังจันทร์ จังหวัดระยองอย่างใกล้ชิด ผมเห็นว่าการที่ครม.ไฟเขียวผังเมืองรวมครั้งนี้ถือเป็นก้าวสำคัญที่ช่วยวางรากฐานการพัฒนาที่ยั่งยืนให้กับชุมชนและสิ่งแวดล้อมในพื้นที่ได้อย่างแท้จริง การกำหนดผังเมืองรวมครั้งนี้ครอบคลุมทั้งการใช้ประโยชน์ที่ดิน การพัฒนาสาธารณูปโภค และการคุ้มครองพื้นที่เกษตรกรรมรวมถึงระบบนิเวศทางน้ำและป่าไม้ โดยเฉพาะพื้นที่ลุ่มน้ำและอ่างเก็บน้ำประแสร์ที่สำคัญต่อการเกษตรและความสมดุลของธรรมชาติที่นี่ ผมเคยมีโอกาสได้สัมผัสวิถีชีวิตเกษตรกรในอำเภอวังจันทร์ ที่ยังคงพึ่งพิงทรัพยากรธรรมชาติอย่างใกล้ชิด ทำให้เห็นถึงความจำเป็นที่ต้องมีการบริหารจัดการที่ดีเพื่อป้องกันผลกระทบจากการขยายตัวของเมืองและอุตสาหกรรมในระดับ EEC การผังเมืองนี้จึงเหมือนเป็นการสร้างสมดุลระหว่างการกระตุ้นเศรษฐกิจโดยใช้พื้นที่นี้เป็นฐานการผลิตและโลจิสติกส์ ไปพร้อมกับการรักษาคุณภาพชีวิตของชุมชนและสิ่งแวดล้อมอย่างเต็มที่ ผมชื่นชมที่กระทรวงมหาดไทยได้นำข้อเสนอแนะของหน่วยงานต่างๆ มาปรับปรุงเพื่อให้ผังเมืองมีความเหมาะสมและป้องกันไม่ให้เกิดผลกระทบต่อพื้นที่สำคัญ ในอีกมุมหนึ่ง การจัดการระบบน้ำที่ครอบคลุมในผังเมืองรวม ทำให้ผมมั่นใจได้ว่าพื้นที่นี้จะมีการป้องกันและบรรเทาอุทกภัยได้ดีขึ้น ปัญหาน้ำท่วมที่เคยพบในบางพื้นที่จะได้รับการแก้ไขอย่างมีประสิทธิภาพ ผังเมืองรวมวังจันทร์นี้ยังช่วยเปิดโอกาสให้การพัฒนาทางเศรษฐกิจสามารถเติบโตในลักษณะที่สมดุล มีการควบคุมและวางแผนอย่างรอบคอบ ไม่ให้ส่งผลกระทบในระยะยาวต่อทรัพยากรธรรมชาติ โดยเฉพาะปลายทางที่จะทำให้เกษตรกรและประชาชนในพื้นที่ได้รับประโยชน์สูงสุด จากประสบการณ์การติดตามและศึกษาการพัฒนาท้องถิ่น การที่ผังเมืองรวมวังจันทร์มีการเน้นเรื่องการอนุรักษ์และจัดการสิ่งแวดล้อมควบคู่กับการส่งเสริมเศรษฐกิจ ถือว่าเป็นแนวทางที่เหมาะสมและควรได้รับการสนับสนุนอย่างจริงจังเพื่อสร้างความสมดุลและยั่งยืนในระยะยาว
