The Economy Council approved savings measures for old society, a tax deduction of up to 8 lakh, a long savings account, "TISA," D-Day 69, an injection of low-moderate income benefits, a deduction of 1.3 times for people whose income does not exceed 1.5 million, and income exceeds 1.5 million, a deduction of 0.7 times, hoping to pull money into the capital market to ensure long-term stability.

The government has established economic policy under the "Quick Big Win" policy set that has the principle of implementation. The policy is short-term, long-term, fragmented through five pillars:

1. Stimulate the economy through half a plus policies that currently spend $70,000 million on the economy from the government and people.

2. Measures to reduce the burden of public expenditure by implementing the chargeable 40 baht electric vehicle measure, the reduction of the electricity bill for the period Jan-Apr 2026

3. Measures to promote SMEs by lending low loans and securing loans to SMEs for a total of 327,000 million baht.

4. Increase public savings. Measures to enter the meeting of the Committee of Ministers of Economic Affairs (Economic Council) on 8 Dec 2025.

5. Promotion of investment for the future, such as accelerated measures to attract investment by the Investment Promotion Board (BOI) to unlock investment in the Thailand Fast Pass program of more than 300 billion baht.

The Deputy Prime Minister and Minister of Finance, Ekniti Nitiprasaphat, revealed that the Committee of Ministers of Economic Affairs on 8 Dec 2025 considers measures to promote public savings to increase savings opportunities and financial stability to support an ageing society.

"It will increase the deduction limit to 800,000 baht, no year-to-year request, and provide income earners below 1.5 million baht with an increase in savings of 1.3 times. Most of the 11.4 million people will now receive a benefit from this section to prepare for an ageing society and have more sources to raise savings, more money to enter the capital market," Ekniti said.

มาตรการออมเงินผ่านบัญชี TISA (Thai Individual Savings Account) ที่จะเริ่มใช้ในปี 2569 คือความพยายามสำคัญของรัฐบาลในการสร้างแรงจูงใจให้ประชาชนเก็บออมเงินระยะยาวและลดหย่อนภาษีได้สูงสุดถึง 800,000 บาทต่อปี ซึ่งเพิ่มขึ้นจากเกณฑ์เดิมที่ 500,000 บาท เพื่อเตรียมพร้อมรับมือกับสังคมสูงอายุที่จะเกิดขึ้นในอนาคตโดยเน้นสนับสนุนกลุ่มผู้มีรายได้น้อยถึงปานกลางเป็นหลัก ในรายละเอียดของมาตรการนี้ ประชาชนที่มีรายได้ไม่เกิน 1.5 ล้านบาท/ปี สามารถรับสิทธิหักลดหย่อนภาษีได้ถึง 1.3 เท่าของจำนวนเงินที่จ่ายจริง ซึ่งเป็นการเพิ่มโอกาสลดภาระภาษีมากขึ้น ขณะที่ผู้มีรายได้เกิน 1.5 ล้านบาท จะได้รับสิทธิหักลดหย่อน 0.7 เท่า อย่างไรก็ตาม แม้สิทธิลดหย่อนของกลุ่มรายได้สูงจะน้อยกว่า แต่ก็ยังได้รับผลประโยชน์ที่สูงกว่าที่เคยมีมาก่อนหน้านี้ เพื่อให้ได้รับสิทธินี้ ผู้ถือบัญชี TISA ต้องถือครองเงินลงทุนไว้อย่างน้อย 5 ปี นับตั้งแต่วันซื้อครั้งแรก และสามารถถอนหรือขายคืนเงินลงทุนได้เมื่ออายุครบ 55 ปีบริบูรณ์ ทั้งนี้ การลงทุนที่เกินวงเงิน 800,000 บาท จะไม่ได้สิทธิลดหย่อนและต้องเสียภาษีกำไรตามปกติ ซึ่งกระบวนการดูแลและกำกับดูแลจะดำเนินการโดยสำนักงาน ก.ล.ต. เพื่อความโปร่งใสและความมั่นคงของบัญชี มาตรการออมดังกล่าวถือเป็นส่วนหนึ่งของนโยบายเศรษฐกิจชุด “Quick Big Win” ที่ประกอบด้วย 5 เสาหลักในการกระตุ้นเศรษฐกิจและประชาชน เช่น นโยบายคนละครึ่งพลัส มาตรการลดค่าใช้จ่าย ผ่านสินเชื่อ SMEs และการส่งเสริมการลงทุนเพื่ออนาคต ทั้งนี้ นโยบายนี้ยังมุ่งหวังให้ประชาชนมีเงินออมมากขึ้นและมีเงินเข้าสู่ตลาดทุนเป็นการสร้างเสถียรภาพการเงินส่วนบุคคลและสร้างความมั่นคงในระยะยาว สำหรับใครที่กำลังวางแผนการเงินหรือสนใจลงทุนในบัญชี TISA จึงควรศึกษารายละเอียดและเงื่อนไขต่างๆ เพื่อวางแผนการออมเงินผสมผสานกับการลดหย่อนภาษีอย่างเหมาะสม และสามารถใช้ประโยชน์จากมาตรการดังกล่าวให้สูงสุด เพื่อรองรับชีวิตในวัยเกษียณและสร้างฐานะการเงินที่มั่นคงต่อไปในอนาคต
