Cambodia boils. Thai case expels Khmer people from Nongjan home
According to the case, Cambodian citizens who lived in Ban Nongjan and Ban Nong Kaew, Khok Tall District, Kaew Pool Province, were asked to move out of the area, which is the boundary of the Kingdom of Thailand.
Most recently, the Cambodian government, by Bantyanjai Province Governor Noon Ryatai, sent a book to Phet Pho Pho Pho Khun Mug voivodeship expressing concern over the operation, stating that it might violate MOU43 Memorandum of Understanding on the Arrangement of Thailand-Cambodia Land Borders.
The Cambodian side proposes to use the General Boundary Commission (GBC) and Joint Boundary Commission (JBC) mechanisms as the main avenues for resolving the problem, in order to meet the spirit of bilateral cooperation and international law principles.
Meanwhile, Pond Kaew Provincial officials have implemented the installation of three language placards - Thai, Cambodian and English - on the grounds of Ban Nongjan and Ban Nong Kaew to notify Cambodians invading the Kingdom of Thailand area to demolish their buildings and move out immediately.
The text of the announcement indicates that the holding and residence in the area is an offence against Thailand according to the plan attached to the blue frame. If ignored, they will be prosecuted according to the relevant laws:
1. Immigration Act, 1979, Sections 11, 62 and 81: Penalty up to 2 years imprisonment or fine up to 20,000 baht
2. Forestry Act, 1941, Sections 54 and 72 Bachelor: Penalty of up to 5 years or a fine of up to 50,000 baht or a fine of up to 25 rai. Penalty of up to 2-15 years and fine from 10,000-100,000 baht.

เรื่องความขัดแย้งชายแดนระหว่างไทยและกัมพูชาในพื้นที่บ้านหนองจานและบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้วนั้น เป็นประเด็นที่ละเอียดอ่อนและต้องการการจัดการด้วยความระมัดระวัง เพื่อไม่ให้เกิดความตึงเครียดรุนแรงขึ้นระหว่างสองประเทศ กรณีนี้ รัฐบาลกัมพูชาได้แสดงความกังวลว่าการขับไล่ราษฎรเขมรออกจากพื้นที่ อาจเป็นการละเมิดบันทึกความเข้าใจ MOU43 ที่ว่าด้วยการจัดทำหลักเขตแดนทางบกระหว่างไทย–กัมพูชา ซึ่งทำให้เกิดข้อพิพาทและความไม่พอใจในระดับรัฐบาล ทั้งนี้ ฝ่ายกัมพูชาเสนอให้ใช้กลไกคณะกรรมการเขตแดนทั่วไป (GBC) และคณะกรรมการเขตแดนร่วม (JBC) เป็นช่องทางหลักในการแก้ไขปัญหา เพื่อให้สอดคล้องกับเจตนารมณ์ของความร่วมมือทวิภาคีและหลักกฎหมายระหว่างประเทศ ในขณะเดียวกัน เจ้าหน้าที่ไทยได้ติดตั้งป้ายประกาศคำเตือน 3 ภาษา บริเวณพื้นที่ที่เป็นข้อพิพาท เพื่อแจ้งว่าการถือครองและอยู่อาศัยในพื้นที่ดังกล่าวเป็นการกระทำผิดกฎหมายไทย และหากเพิกเฉยจะถูกดำเนินคดีตามกฎหมายที่เกี่ยวข้อง เช่น พ.ร.บ.คนเข้าเมือง พ.ศ. 2522 และ พ.ร.บ.ป่าไม้ พ.ศ. 2484 ซึ่งมีบทลงโทษทั้งจำคุกและปรับเงินตามความร้ายแรงของการบุกรุก นโยบายนี้เป็นการแสดงให้เห็นถึงความตั้งใจของไทยในการรักษาอาณาเขตของประเทศอย่างเข้มงวด การจัดการปัญหาพื้นที่ชายแดนอย่างเป็นระบบและร่วมมือระหว่างสองประเทศเป็นสิ่งจำเป็น เพื่อหลีกเลี่ยงการขัดแย้งที่อาจบานปลายเป็นปัญหาความมั่นคงในภูมิภาค กลไกความร่วมมือทวิภาคี เช่น คณะกรรมการเขตแดนทั่วไปและคณะกรรมการเขตแดนร่วม จะช่วยให้การเจรจาและแก้ไขปัญหาเป็นไปอย่างราบรื่นและเป็นธรรม ทั้งนี้ การสื่อสารกับประชาชนในพื้นที่เกี่ยวกับสิทธิและหน้าที่ตามกฎหมายก็เป็นสิ่งสำคัญ เพื่อป้องกันความเข้าใจผิดและความตึงเครียดในระดับชุมชน สุดท้าย ความร่วมมือระหว่างไทยและกัมพูชาในการจัดการข้อพิพาทเขตแดนนี้จะสะท้อนถึงความมุ่งมั่นของทั้งสองฝ่ายในการรักษาความสงบเรียบร้อยและพัฒนาความสัมพันธ์ที่ดีในอนาคต เป็นตัวอย่างของการแก้ไขปัญหาแบบสันติวิธีตามหลักสิทธิมนุษยชนและกฎหมายระหว่างประเทศที่ควรให้ความสำคัญอย่างยิ่ง
