If the solution is caused by the public sector, no one will be a hero, but the people will be in a system that uses transparent, effective, and expected health care. If donations are made, it is because we have friends, not support any hero, because the system that should do those jobs does not do their own job.
Instead of having a powerful man, we need a powerful man system: a democratic, verifiable, transparent, corruption-reducing system, optimizing the use of public taxes to care for the people, and an effectively coordinated bureaucracy.
Perhaps being in a society that expects too many individuals or 'heroes' makes us accidentally lower our expectations of government and government agencies. We want to see a 'powerful system' emerge in our home. We believe that the city can be much better, and that the suffering of the villagers will be reduced without any good people sacrificing themselves, tired, sweaty and sympathetic tentacles as they are.
