NCPO green light ahead of community solar farm
The National Energy Policy Committee (NCPO) has agreed on a number of important energy projects, one that directly benefits the public is the "Community Solar Farm Project," which will reduce electricity bills by 40 to 80 cents per unit over the life of the 25-year project.
The Minister of Energy, General Bibuli, revealed that the community solar farm project is a Quick Big Win policy aimed at providing local energy security and reducing the burden of public expenditure. It is a ground-mounted solar power plant of up to 10 megawatts per place, with a total capacity of up to 1,500 megawatts. The Regional Electricity Authority (GFA) will be the recipient of electricity at a Feed-in Tariff (FiT) rate of up to 2.25 baht per unit for 25 years and distribute fire to fire users in the target area.
Private parties can participate in the project by working with a community that matches the local government (PTT) and must qualify for qualifications and techniques to ensure the implementation of the plan. While Renewable Energy Certificate (REC) or Carbon Credit will be wholly owned by the public sector, it will be clearly specified in the power contract. The relevant authorities must determine the target area and criteria for the completion of the project by November.
In addition to the community solar farm project, the NCPO approved the development of electricity infrastructure to support the growth of the Data Center in the East, approving a budget of over $3,000 million to improve electricity delivery systems in Rayong and Chonburi areas, and plans to invest more than $30 billion in the future to support the expansion of the digital industry and the Eastern Special Economic Development Zone (EEC).
The meeting also agreed to the PPA signing guidelines for ground-mounted solar projects at a rate of 2.1679 baht per unit, with a request to private individuals to consider downgrading the rate for the benefit of the public and extending the SCOD commercial entry start date by 2030.
There is also the approval of a framework to promote energy conservation, a total of 15,000 million baht between 2026 and 2028. By 2026, it will use 9,000 million baht to support "solar pumping" projects to implement solar energy in irrigation and village plumbing systems across the country.
This NCPO resolution marks a major energy foundation that will be available from November onwards.
โครงการโซลาร์ฟาร์มชุมชนที่กพช.ได้อนุมัติมีเป้าหมายสร้างความมั่นคงทางพลังงานในระดับท้องถิ่น พร้อมลดภาระค่าไฟฟ้าของประชาชนอย่างยั่งยืน โดยโครงการจะใช้พลังงานแสงอาทิตย์ติดตั้งบนพื้นที่ไม่เกิน 10 เมกะวัตต์ต่อแหล่ง และรวมกำลังผลิตสูงสุดไม่เกิน 1,500 เมกะวัตต์ทั่วประเทศ ความน่าสนใจคือระบบขายไฟฟ้าที่การไฟฟ้าส่วนภูมิภาค (กฟภ.) จะซื้อไฟฟ้าในอัตรา Feed-in Tariff (FiT) สูงสุด 2.25 บาทต่อหน่วย เป็นเวลา 25 ปี ช่วยให้ราคาค่าไฟฟ้าที่ผู้ใช้งานในพื้นที่เป้าหมายได้รับลดลง 40–80 สตางค์ต่อหน่วยตลอดอายุโครงการ สำหรับเอกชนที่สนใจเข้าร่วมโครงการ จะต้องทำงานร่วมกับชุมชนที่อยู่ในสายงานขององค์กรปกครองส่วนท้องถิ่น (อปท.) และผ่านการคัดเลือกทางเทคนิคอย่างเข้มงวด เพื่อรับรองว่าโครงการสามารถดำเนินการได้ตามแผนที่วางไว้ สิทธิในหน่วย Renewable Energy Certificate (REC) หรือ Carbon Credit จะเป็นของภาครัฐทั้งหมด ทั้งนี้ หน่วยงานกำกับดูแลจะต้องกำหนดพื้นที่เป้าหมายและหลักเกณฑ์เข้าร่วมภายในเดือนพฤศจิกายนนี้ เพื่อเตรียมเปิดรับสมัครอย่างเป็นทางการ นอกจากโครงการโซลาร์ฟาร์มชุมชนแล้ว กพช.ยังวางแผนขยายและพัฒนาโครงสร้างพื้นฐานไฟฟ้าเพื่อรองรับการเติบโตของ Data Center ภาคตะวันออก โดยใช้งบกว่า 3,000 ล้านบาทสำหรับพัฒนาระบบส่งไฟฟ้าในพื้นที่ระยองและชลบุรี พร้อมแผนลงทุนอีกกว่า 30,000 ล้านบาทในอนาคต เพื่อสนับสนุนเขตพัฒนาเศรษฐกิจพิเศษภาคตะวันออก (EEC) หรือ Eastern Economic Corridor ที่จะเป็นศูนย์กลางอุตสาหกรรมดิจิทัล การลงนามสัญญาซื้อขายไฟฟ้า (PPA) ก็ได้รับการอนุมัติที่อัตรา 2.1679 บาทต่อหน่วย พร้อมขอให้เอกชนพิจารณาปรับลดอัตราเพื่อประโยชน์ของประชาชนและขยายกำหนดวันเริ่มจ่ายไฟเชิงพาณิชย์ไม่เกินปี 2573 อีกทั้งยังมีกองทุนส่งเสริมอนุรักษ์พลังงาน 15,000 ล้านบาท ใช้ในช่วงปี 2569-2571 โดยปี 2569 จะมีกองทุนสูงถึง 9,000 ล้านบาท สนับสนุนโครงการโซลาร์สูบน้ำในระบบชลประทานและประปาหมู่บ้านทั่วประเทศ ตอกย้ำการนำพลังงานสะอาดที่มีประสิทธิภาพไปพัฒนาชุมชนอย่างต่อเนื่อง โดยรวมแล้วโครงการนี้เป็นก้าวสำคัญในการส่งเสริมการใช้พลังงานทดแทนในชุมชน ซึ่งช่วยลดค่าไฟและเพิ่มรายได้ให้ชนบท รวมทั้งส่งเสริมความมั่นคงทางพลังงานของประเทศ พร้อมทั้งสร้างโอกาสให้อุตสาหกรรมดิจิทัลและเขตเศรษฐกิจพิเศษพัฒนาอย่างสมดุลและยั่งยืน การเปิดรับสมัครเข้าร่วมโครงการตั้งแต่เดือนพฤศจิกายนนี้ จึงเป็นโอกาสดีสำหรับท้องถิ่นและเอกชนที่สนใจลงทุนในพลังงานแสงอาทิตย์เพื่อประโยชน์ร่วมกัน
