This is why layering an occlusive over a humectant-rich balm or mask works wonders, especially overnight or when you're battling harsh weather or extreme dryness. I've found that gentle exfoliation (maybe once a week with a sugar scrub) really helps my lip balms penetrate better, especially when my lips are feeling extra chapped.
