The blame of the evil, the non-malicious answered.
This is a commentary on the Queen of Good, explaining that "a wicked person who does not harm is a state of 10," meaning that he who hurts a good person, who is unpunished, has one of ten karma.

The 10 Karma Effects of Good Abusers
The Buddha said that whoever harms an unresponsive, innocent and innocent person receives one of the 10 karmas:
1. Rough pity

The focus of the book now
The Buddha did not say that the 10 verses must be mutually exclusive.
But said,
> "one."
The innocent abuser has the opportunity to receive one or more karma according to the power of the karma committed.

Thoughts that the commentary wants to teach
The harm of the good, the canon, or the helpless, does not cause the evil to be as inflicted as the doer; for the doer is the one who inflicts decay on himself, and the result will come back at the time of the ready cause.
So the book now warns against oppressing those who do not oppress us, and promotes patience, compassion, and does not retaliate with vindictiveness, for recompense evil with evil will continue the cycle of karma, but a compassionate and wise cessation will be a way out of that cycle of suffering.
